Yes, that's just a main issue and reason for criticism. Imagine trying to
develop Vista when every other day you get told about another flaw that needs
patching in your interim build. A broken system has its deficiencies propagate
into and intrude the development work of its successor. This leads to patchy
and inconsistent code, not elegance.
