Actually one way of dealing with the "bribery" problem, would be to
force OEM to be more honest about the nature of their
"recommendations", such as:
"Levono receives a substantial volume licence discount for the Windows
Operating System from Microsoft, but only under the condition that we
display the following advertisement: 'Levono Recommends Windows'."
Then again, part of the "condition" is probably the non-disclosure of
their volume licence discount agreement.
I can see now why the FBI has such a particularly tough time
investigating cases involving blackmail.
